Rose's goal in the story was trying to top his previous success of sponsoring Leon. He sponsored Bede both expecting him to collect wishing stars, defeat the unbeatable champion and then stop the energy crisis which would be more impressive than Rose's previous achievements.
Rose's plan fell apart the moment he had to disqualify Bede. Note it's immediately afterwards he tries forcing his original chosen champion Leon to fight Eternatus. If he waited a day and either the player or hop became champion, then the Champion defeating Eternatus wouldn't be Rose's achievement it would have been Leon's.
His League Cards and the details about Peony kind of point towards him being a glory hog who always succeeds.
