It kind of seems like they forgot about misdreavus and then at the last second just shoved it in the last cave. But I think the others are fine and have some in world reasons why they are the way they are.
Falkner is a falconer and the pidgey line fits him. Murkrow is used by karen, hoothoot is used by the bellsprout monks. Skarmory would obviously be ridiculous in the first gym.
Bugsy should have used the evolved forms of his cocoons but I dont think the fact that they were "kanto mons" is the issue. Scyther is a good choice for him. Heracross doesnt fit him really and scizor would be op at that point, and scyther got its chance to shine after being a duper rare version exclusive Mon in RBY that many players might never have seen.
Whitney is fine.
Chuck could have used heracross I guess but it doesnt really fit him imo. Hitmontop is used by Bruno. Once again a first gen Mon like poliwrath gets some time to shine. I dont think any trainers used him in rby.
Jasmine is fine. Displays that magnemite had its type changed. Maybe could have used a skarmory instead of one of them.
Pryce is fine maybe replace his seel with cloyster.
Clair is fine.
I think the problem was more them using unevolved mons than using "kanto pokemon"
