For the first time in the main series, this game is going to have action elements where the player character has to roll around and avoid attacks, and for the first time, certain Pokemon have to be designed with this gameplay feature in mind. Kleavor is being heavily advertised as this type of boss fight, which is probably why the axes are so blatant, because the player should be able to instantly recognize how Kleavor fights and how to react to its swings, like when you see a Zelda boss with a giant eye and you immediately realize the weak point that needs to be exploited. It's now no longer as simple as "oh this scary bug has blades for arms, must have a high attack stat." Plus I'm sure hitboxes were taken into consideration as well. Maybe Kleavor will swing its axe downwards and get it stuck in the ground, and then you'll be able to roll underneath its scrawny arm? It's hard to say at this point, but it's interesting to try and reverse-engineer a new Pokemon design with these gameplay changes in mind.
