If it doesnt get the 1hko, it can just switch out and try again later. Kommo-o on the other hand, uses setup sets to try and sweep teams. It only has enough health to try to sweep once, so it's more likely to commit to oneshotting the fairy, even if its less likely to do so, because 80 BP coverage moves are just that much worse on a pokemon with average strength. If steel had better special attacks, or if it got gunk shot, then kommo o could be as easy to just slap on a team as hydreigon, but i think thing are fair as they are since using kommo o successfully just ends a game whereas using hydreigon successfully means 1-3 kills.
