I have come to the conclusion that... this thing is badly designed. (Shocking I know). But it's the objective reason why people can't tell this thing's type.
Because Lucario looks nothing alike steel types, it lacks the majorly metallic centered features of steel types
This thing also looks nothing like a fighting type, It looks nothing like fighting types like a fighter physique or hints at martial arts. For most Pokemon, you can tell their type right away, except for Lucario. This thing is not a Pokemon but a shitty furry they made to catch on the furry trend.
