Will PLA explain why the new pokemon and regional variants aren't in modern Sinnoh?

Because they weren't conceptualized during the development of the original DP games.

I'm going to guess the events that happen during the game enact a permanent change to the region, driving off the Hisuian form and evolutions and allowing the pokémon that populate the region in modern times to fully take over the land (or at least have that hinted/indicated at the end of the game). Somehow feel Regigigas is going to move the landmass of Hisui until it becomes Sinnoh, leading to it being sealed away at Snowpoint (again?.

Not hard. They said regional forms happen due to pokémon from one region adapting to the climate/conditions of their new home. there's nothing stopping them creating the next region to be of similar climate to Hisui's past environs to add them to the games.

Not unusual for there to be species who were already endangered and get wiped out just before the modern era.

And the explanation for why they show up in future games is that, "A few remained hidden and repopulated into thriving numbers" or whatever. If you'll buy that Kanto was only 151 known until it wasn't with that game taking place in the 90's, you'll buy anything.

Hisuian Growlithe

As Hisui was settled, people domesticated the Hisuian Growlithe and crossbred them with normal Growlithe until they became indistinguishable

Hisuian Braviary
>When Rufflet in the Hisui region evolve, they become Hisuian Braviary. In the winter, this Pokémon flies in from somewhere farther north.
They can just explain that Diamond, Pearl, and Platinum take place in the spring/summer so no Hisuian Braviary were around. Plus the sinnoh region already had migrating Pokemon in those games in the form of mass outbreaks.

Kleavor
>Special minerals found in the Hisui region cause Scyther to evolve into this Pokémon.
Mining in Oreburgh city depleted the region of these special minerals

Hisuian Voltorb
>This Pokémon is always in high spirits and has a friendly personality. People were assholes to Hisuian Voltorb so they eventually adapted to their modern behavior
