Plus they're fairly rare and only appeared recently because of Lusamine's fuckery with wormholes. The last time UB's appeared in Alola they were dealt with by the island guardians.

But yeah these two I can agree with. Kyurem at least seemed to get along with the people of Unova until it split apart but it definitely seems wrong that Eternatus wrecked an entire region for anywhere from weeks to years with no sign of Quay.
Also Rayquaza's just one Pokémon. Assuming Dex entries are true, Clefairy, Minior and possibly Staryu manage to slip through the cracks when he's not looking.
