My guess is that ohmori was sitting on this idea for a long long time and when he was finally handed the directors seat for the big new 20th anniversary games that bring a new gen (after being tested with ORAS) he just got to work on carrying it out ASAP. It’s the only explanation. It seems like his passion project. I mean just look how steep a decline in quality gen 8 was
