Because that's not what Pokémon do nor the focus of the franchise. It's like asking why isn't Scooby-Doo a member of society and pay taxes even if he can talk and has held jobs in the past? Well because he's a dog and he's Shaggy pet dog. Likewise Brian from Family Guy may be a dog as well but he's closer to being a person because that's how the writers for Family Guy structured their universe.

For Pokémon that's the most straightforward answer. The people who made Pokémon don't intend them to be people for one so they're not going to behave like people in that sense.

Its because most Pokemon don't care about that, the ones that do care and want to do these things, aren't focused on in the narrative. The closet mon we've got to that is Team Rockets Meowth, who works as a crime/gang member with his friends. Though I question if Jessie, James, and Meowth pay taxes...
