The design was probably made to capitalize on the portion of the fandom that is willing to buy merch of the humans that TPC is becoming more aware of. Outside of the boxart, not a single fucking Pokémon was shown in the trailer that revealed him, Irida, Ginter, and Volo, and if he sells well, this might influence the design choices that they make for human characters in the future. I like him though, so again, I'm not complaining.
