Having a Pokemon with a 1% encounter rate isn't a new concept and it's should be necessary on every Pokemon game to make catching such mons a special happening. One of the reasons why I still play Pokemon is the fact that they still do rare encounters, fills me with a sense of accomplishment when I catch one even if the main campaign have been a boring monotonous task since Gen 5. Catching such mons is one of the few things that make me enjoy playing the games.
