Having a Pokemon with a 1% encounter rate isn't a new concept and it's should be necessary on every Pokemon game to make catching such mons a special happening. One of the reasons why I still play Pokemon is the fact that they still do rare encounters, fills me with a sense of accomplishment when I catch one even if the main campaign have been a boring monotonous task since Gen 5. Catching such mons is one of the few things that make me enjoy playing the games. If you're actually complaining about that then you're one of those lazy faggots who complain about actually having to play the game (like the ones who complain about having to breed and train).
