Flareon has a high attack stat and nothing to use it with. Also it is slow as hell. Only choose it if you want to use Flareon fro style points.
Ninetales is extremely limited in terms of movepool. It pretty much only has Flamethrower (by TM that is), Will-o-wisp and a bunch of physical moves.
I'd highly advise Ninetales - and possibly to catch several until you get one with a decent Hidden Power like Ice or Grass for Coverage.
