Also to be fair Johto only has rain near Azalea and in the Lake of Rage so it's doesn't matter as much whereas Hoenn has multiple routes with rain, hence the lightning, etc. to spruce it up a bit so it doesn't get stale. Obviously I'd expect a region whose main theme is nature and the environment to have more emphasis on nature than a game whose main theme is old-fashioned Japanese culture.
