Electric-type Pokémon always get fucked over when it comes to movepools, especially physical-attacking ones because then it's either a choice between Spark (65 BP) or Wild Charge (HP recoil) unless the Pokémon is Zeraora or Dracozolt/Arctozolt.

Non-legendary Electric-type Pokémon need their movepools buffed.

Look at its movepool and abilities. Pokemon that developers care about tend to have diverse movepools full of coverage options that work well with that Pokemon stat spread, along with utility options and with extremely useful abilities (Charizard, Cinderace, Venusuar, etc).
