Lake guardians are required encounters for the main story which is why finding them is made as easy as possible. Regis are optional so gamefreak was more comfortable having them be out of the way.

Because the way to solve the puzzle is annoying and pretty much enforces redoing the whole thing at least once going blind.
Of course scrapping the whole thing is shit, but they should have tried to improve on it. A good puzzle would have given you the hint earlier on.
