Has it ever been explained why legendary Pokémon have ridiculously low levels? As if one could expect creatures like Groundon or Kyogre to get more experience than Steven's Metagross.

They don't go around fighting against trainer mons or random mons in the wild. They are rarely seen at all, hence being legends.

Last time Ho-oh saw action was probably when he resurrected the three dogs.

If a legendary is available before the last gym/before the E4, then it's natural it will have a level that will resemble the level of your party, or the level of a previous gym leader you went up against.

The Groudon has been asleep for several hundred years, and while naturally strong, I imagine it's not well trained.
