It and its evolutionary family get into the Generation. Only the Pokemon from the evolution family as it was during the Pokemon's release get in. If you want Igglybuff, you need to vote Igglybuff. If Igglybuff gets in, so does Jigglypuff and Wigglytuff.
>Odds
That Pokemon and its evolutionary family is blocked forever. This DOES include all evolutions.
Once the amount of Pokemon exceeds 150, the Generation is closed.
