a lot of pokemon have gotten fucked up like this over the years. in particular, a lot of gen 1 pokemon were introduced to north america using the artwork sugimori made for the japanese version of Blue, which had some differences from the Red/Green artwork. mostly subtle stuff, like the number of some pokemon's fingers, random stuff like spikes on/not on their back, to some more noticeable shit like venomoth's wings. for yellow and onwards, 99% of the changes the blue artwork made were dropped. blink and you miss it thing in JP, but since it was the art used for the US/Intl RB manual, it felt noticeable

GS looks like an elderly Feraligatr, darker shade, hunched posture, shorter, squinting eyes and duller spikes.
HGSS is peak Feraligatr, can't pinpoint why though, it could be the crocodile snout.

Don't care, the crocodile snout is more visually appealing to me, although I do wish it had the original red for its spikes rather than orange.

Game Boy Gatr is basically an RGB-esque deviation from the source material for stylistic effect- and like at least every other RGB sprite it was absolutely the right call, the reptile just projects strength front and back. Reminds me of Groudon, striking me as a quadruped trying to stand upright, but even more so with the huge head. The HGSS sprite is more attractively balanced, but I'll always wonder what a newer ogre-gatr might have looked like.

If you want to see what the "accurate design" is, you look at the anime, not the games. The older games especially are known for being off-model from an extreme to slight degree. Feraligatr always looked like the 3D model in his official design, the sprites were just off-model.

Now if you want to argue that the bulky sprite makes him look better and you wish he was re-designed to fit GSC's sprites rather than the reverse, that's a different story.

I already admitted that the HGSS Sprite and XY model are more accurate to the Sugimori art. That was the point. I'm saying that adjusting the sprite or model to match the Sugimori art doesn't necessarily make the Pokemon look better.
