You're assuming Regieleki being capable of supplying Galar's electricity means it's inclined to do so to begin with and that it can maintain that feat indefinitely. And Rose wouldn't even be aware of its existence.

The equivalent of saying an energy crisis in galar in 1000 years is like all those global warming predictions that had states like Florida and Louisiana be underwater by 2020. It's a load of shit. Not to mention the worst fucking plot point pokemon has ever had, it's completely unbelievable given the stakes we're suppossed to believe.

Regardless of that fact, Regieleki is one of a kind, made more or less incomplete because of how difficult it was to capture literal fucking lightning and make something useful out of it.

He's measuring the diminishing Galar Particle supply of the region, where the only source of production for them is through Eternatus. And nothing you said about Regieleki is accurate.

That said, while the "explanation" that Rose/Peony couldn't bother to solve the riddles to get it isn't nonsensical its clear both things(regieleki and the plot) weren't written with each other in mind.
