There seems to be some truth in that, Game Freak makes hundreds of Pokemon that don't get put in game, many of them are ideas that got rejected because there was no place for them, or needed more time to be worked into something that makes sense in the Pokemon-verse.

Honestly frosmoth's main drawbacks are it's speed and the fact that it can't beat steel types, sure it's type is horrible but having a broken ability like ice scales gives it way more bulk than you would expect.
If it had a decent speed tier of like 90 or more it could be a pretty decent quiver dancer, maybe strong enough to rival Ribombee or other Pokemon that already do that
