It's about its typing more than anything else
Speed matters the most for Dragons and Ghosts because they're both weak to their own moves. So the meta will always favor the fastest ghost (Blacelphalon) or the fastest Dragon (Dragapult)
You might wonder why I said Blacephalon when Gengar exists. Blacephalon hits way harder that Gengar and the speed tier of 110 is irrelevant right now. Both Gengar and Blacelphalon can outspeed what they want

It doesn't need Grim Neigh, it has Nasty Plot. Once it boosts past your check it doesn't really matter.
Naganadel is different because Beast Boost can pump its speed, making it hard to wall AND revenge kill.

The mons that use Pursuit aren't very good though
Tyranitar and Scizor are not strong enough to be OU Pokemon anymore due to the sand and Steel nerfs, and GF giving everything Focus Blast, Close Combat or Aura Sphere

That has nothing to do with it though
even if Tyranitar was only x2 weak to Fighting, it is easily OHKO by any super effective move, despite above average bulk
Gen VII and Gen VIII have insane power creep on both the offensive and defensive side, Corviknight and Slowing-Galar are both nuts and the best defensive mons since Heatran

Its Mega Evolution stuck around, normal Scizor fell to UU and while used in OU today, it's not very good
Even with a Ghost resist though, Scizor in any form is mostly helpless against Blacephalon

Isn't that because Urshifu was really broken offensively. I honestly think it would be better to have it in the meta. Because at least then bulky teams would actually have to worry about something But Ttar has numerous qualities that help it break through stall which is why it's so commonly used even without pursuit. I also think people are really underestimating ttar's bulk.
