On the contrary, charizard and decideye shouldn't fly due to their wing to weight ratio, and greninja and inteleon should snap under their own weight and not walk around like normal. Physics never mattered in this franchise and these are all okay to have in a fictional monster series.

Now that we established that Samurott is Quadrupedal and Bipedal, let's talk about how this misconception arose. The anime has very few shots of him standing up because only one dude has a Samurott and he is rarely seen. In-game 3d battle animations are asinine and aren't canon. For example, Cinderace does not punch by kicking. If Samurott can canonically learn X-scissor, then he gets up. One day, hopefully, maybe even for Legends Arceus, battle animations will be fully updated like the Colosseum game, and we will see how Samurott really attacks.
