Just be reminded that (haha) two similar characters (face, clothing especially hats, how do they sit like Ginter/Volkner) in different timeline is Japs way to tell the audience that these two are totally related by genetic ancestry, obviously.
However, also another possible Japanese thing on this kind of story flavoring is how about all these persons are actually the exact same person with the exactly same soul but living in different body and different time. The characters in Hisui once died, all reincarnated as the 'comparative characters' in Sinnoh (Rei dies and reincarnated as Lucas, Akari dies and reincarnated as Dawn, etc.). It is seldom but quite common story plot in Japanese stories involving this kind of reincarnation trope (mostly reflects what they wish in the future).
>Arezu, after felt comfortable (brainwashed) by the protagonist, wish herself to stay more in Team Galaxy, hence she reincarnated as Mars in Sinnoh to live in the grown Team Galactic>Volo, fell in love with Rei, wish he could have the normal way to love. Thus, he wish he become a woman and reincarnated as Cynthia, stalking Lucas on every occassion.
