I imagine the rest of the landscape either lacks proper collision data, or functions like it normally would if it were a proper area
The lake probably lacks any encounter data, so without encounter codes, I assume it would be encounterless and give the "not even a nibble" text every time when surfing, assuming the game even properly registers it as "water"
