Something like 200 per game already has plenty of room for random encounters, unique pokemon, evolving, breeding, trading, etc
That's enough to get you the full collecting experience
Beyond that it just becomes tedious
Only real autistic people, not in the 4chan meme meaning but legit autism, would be upset that the pokedex is not perfectly complete is whatever their deranged mind could come up with
Just give us a properly balanced game
