It's Pupitar's Diamond/Pearl Pokedex entry, though that behavior was first noted in RS.
I am eternally mad that we still don't have a weaker Rock-type version of Take Down with priority to represent Pupitar's rocket tackles. Just like how I'm eternally mad that Tyrantrum still doesn't have a STAB biting move. Rock has fewer moves than any other type and GF's just going and ignoring actions just begging to become attacks because Rock can't have nice things.

There's nothing in canon saying it does, but I like to think that Tyranitar's Sand Stream is an extension of Pupitar's venting capabilities, adapted for battle now that its limbs are exposed enough to move around with. Under this interpretation, Tyranitar is perpetually venting material from the holes on its shell in battle instead of actually changing the weather proper.

Tyranitar was the closest thing to a Rock-type shillmon for over a decade, and it's literally based on a man (specifically, the late Haruo Nakajima) in a suit.
