>>49129531Nah they sound much more like water types. Dratini and Dragonair can get Surf, Waterfall, and Aqua Jet, and are iirc the only non- water types with aqua jet except for Beartic. They’re usually just associated with water in general, dratini being found in the wild in Dragons Den and in gen 5, the only way to obtain the dratini line is by fishing.
