People don't seem to realize that both abilities and held items need to be in Legends for Arceus to actually function

Plates either won't exist yet in canon (perhaps it will instead document their creation), or Arceus will just get special treatment and there'll be some key item that lets you change its type at will.

This is only a couple of centuries into the past, Arceus's plates have been around way longer than that.

The Draco Plate at the very least has been around since Arceus created the universe.
