Jiggly’s always been cuter. Subjectively I remember much more Jigglypuff merch in Gen 1 as well, it was a big star in the anime. Eevee’s big break was being your rival’s starter in yellow but Jiggly was definitely bigger and Clefairy seemed pretty big in Japan.

Back then they really just advertised the hell out of all of the pink Pokémon. Probably to increase audience appeal. Jigglypuff, Clefairy, Chansey, Ditto, and by Gen 2: Snubull and Slowling all take turns being the pink Pokémon on a piece of merch. I also always saw Jigglypuff and Clefairy as equally important. Weird they don’t get much together.

For my money it’s Hypno. He was in a single episode of the original Indigo League anime, scarce few tcg appearances in the WOTC era, not featured in any major spin-offs at the time like Snap, wasn’t in the movies, etc.
