They could put the Gen 9 Box Legends at whatever number we'll be once we place Legends' Regional Evolutions, the Mythicals in the middle, and the Starters at the very end, and it wouldn't matter, because they can organize the Gen 9 Regional Dex however they feel, and Natdex isn't a placement process the games will ever show again outside of remakes.
