For some reasons it was shilled more than it's superior counterpart Reuniclus, appearing as a major role in the anime, having a major role in Pokepark 2 (fun game btw), and appearing in like two different movies. I think they really wanted to push the waifu aspect a la Gardevoir but failed because the design is so strange.

That being said I wish it was a better executed design because I sincerely do love the concept.

Lilligant got a lot of attention, too, but they wanted Gothitelle and I guess to some degree Zoroark to do well too.

I like Gothitelle. It's a good support Pokemon with Shadow Tag being its ticket to fame. Shame about the baby legs in official designs but hopefully they will be retconned in the future.

I like this pokemon, but I would like it to have the Gardevoir treatment, with an exclusive evolution for the male and add a secondary type to it.

And since it will never have a mega or gigantamax, a regional form would not be bad.

You can't ignore canon designs just because you don't like it. It's the same in the games except with very slightly longer legs but still very much baby legs. That's part of the canon design. It's a Pokémon and not a Digimon and Pokémon tends to trend towards more cartoony designs. Even more odd when you consider Pokémon don't wear clothes so you have this creature with a long torso, tiny little legs and it's covered in hair shaped like a dress.

Ironically I think it would look better if his legs and arms were imperceptibly covered by his cape, and his head was protected by his folded ears that would resemble a top hat (Basically looking like a gentleman with a cape and hat from afar) moving as if he were sliding above the ground, only until it revealed its cape-wings could you see its true form

You don't get to dictate how a Pokémon look like. You may not like that design choice but it's 100% canon. You just can't declare it not canon because you feel like it. Thankfully for you off model art exists where artist don't care about how a Pokémon looks aside from the most bare apperance.
