Gameplay reasons, physics reasons, maybe they thought about making the terrain rougher then just had the grass continue onto the cliff since there's a bunch of grass right next to it. It's a large world, so one cliff being green with sparse vegetation isn't exactly an indictment on the whole game's artstyle.
