Do champs and gym leaders get paid? Why and when are they chosen or replaced?
Healthcare is free, so who finances PokéCenters?
What is the economical purpose of the PokéLeague?
How do pokémon trainers finance their adventures? What do they eat?

It's a pyramid scheme. Gym leaders send their earnings from beating trainers back to the League. The league then disperses the money with most of it going to the Champion, then the E4, and so on.

What about situations like Brock's Gym?
If you absolutely need all eight badges to enter the Pokèmon League then everyone that tried to get the Viridian City Gym badge during the time neither Brock or his father were running it would be able to qualify.

At least with the Cerulean City Gym they were handing out the badges while Misty was gone. But that brings up the question on why there's no regulators checking up on that stuff.

Are the Gyms and League government owned and ran? If so surely they would step in and replace the people running them if they went AWOL.

Using the phrase "Gym" to describe them always made me think that they were mean to be associations of like-minded people or trainers, associations that might exist on their own. Say how Erika's Gym was giant social garden club, Sabrina courted other psychics, or Lenora or ORAS Roxanne and Brawly's gyms were public spaces that doubled as Pokemon gyms, etc. But not all Gyms are that multi-faceted so you may have a mix of trainer associations applying to dispense badges and hold battles and placed built more deliberately for that task.

Early anime quirks that no longer exist. The anime also made it clear even before B2W2 that there's usually more than eight officially sanctioned gyms in a region, so even if one was too busy shitting the bed, you usually had a chance to qualify for the league by getting badges from other gyms.
