Did you even play the game? It's clearly explained that Galar runs on Dynamax energy. Rose's Power Plant converts Dynamax energy into electricity for the whole region.

Rose's plan is to produce more Galar Particles because they projected a timeline for their finite source running out. It doesn't just mean they run out of electricity, they'll also lose access to Dynamax and Watts which is culturally and economically crippling.

Dynamax isnt only used for electricity, its a catalyst that is also turned into fossil fuels and other necessary resources. Rose needed dynamax energy, only having electricity wouldnt help

I'd imagine it's because he didn't know it existed. Also he literally has a line where he says Galar runs on multiple energy sources (including electricity), so he wants to use the energy in wishing stars, aka dynamax energy which Eternatus can produce an infinite amount of to improve lives.
