Never mind the fact ILCA pretty much copied the fuckups Game Freak made 27-ish years ago by baking glitches galore into their work, as it was the first, really big, really complex game they worked on to that point in both histories.
Legends will launch fully and completely, as Game Freak are able to fully-launch games for their deadlines - they're used to their work-schedule after all.
