If this is truly the PLA regional dex, I would be okay with it. A good selection of viable mons with only a few misses. This is probably due to the fact that all the new evolutions introduced in gen 4 (and their evolution lines) fill a lot of space and are, at the very least, decent in combat. I think a metagame around this dex could be really balanced (except for Garchomp, legendaries and the possible new Goodra form)
