I don’t see any problems with this, it’s not like the power plant in kanto, it’s just a regular area, if you could explore it it would likely just be a normal work place. There’s nothing important to you, the player, back there so you can’t go there

There's a ship that exports energy from Kalos to Alola in Power Plant. The point was to connect both regions. That's why Zygarde is in Alola, it cells came with the ship.

The one that Team Flare broke into, yes. The others don't have any story significance.

If you care about lore, there's a whole gallery dedicated to the area in the museum. The whole place is basically one big outdoor energy farm harvesting solar and geothermal energy for the Region. There's no secret, unfinished maps or hidden events there or anything. It's all decoration for the world.
