That's just the beta non-overdrive forme that is seen in the pokedex after facing it in BW2

They have two "forms". Their regular form, and their "Overdrive Mode" with the tubes. Black/White Kyurem are always in Overdrive Mode in battle.

Xerneas does the same thing. Solgaleo, Lunala, Zekrom, and Reshiram all have charged up appearances too, but they only used them during certain animations instead of having them permanently active in battle.
