Gen 2 was Pokemon 2 and they probably expected people to use water moves against Onix's evo, especially because in the game's text stuff like the new types and baby Pokemon are actually new discoveries. I don't think any of the water types you have by then are actually slower than Steelix and it'll crumble to a special attack regardless, but I can see the thought process.
