That isn't how divergent evolution works, not even in the Pokemon world as we've seen it be explained. When a group of animals are introduced to a new environment or living situation, they grow to adapt to it, both on an individual level and an evolutionary level. Over the course of many years and many generations, the animals slowly adapt to the changes that were made to their lifestyle to the point that it seems entirely natural for them to behave that way. That's how humans were able to domesticate so many different kinds of animals.
That evolutionary adaptability is magnified to a ridiculous degree when it comes to Pokemon. Sometimes, the only thing that a Pokemon needs to change itself entirely is to touch a weird magic rock. When it comes to regional variants, the key factor is the DIFFERENCE in living conditions and environment. Exeggutor is a great example of this. Simply being raised in in Alola is enough to change it drastically from how it is everywhere else in the world. Same with Raichu, its diet as a Pikachu radically altered its appearance and abilities when it evolved.
Why did you think a Pokemon would get a regional variant by living in its own native habitat rather than the other way around? Did you expect to see Pokemon like Piplup or Bidoof get a Hisuian regional variant, even though there's nothing particularly different about its environment? Hell, we already have confirmation that Hisuian Zorua and Zoroark were not originally native to Hisui, but migrated and were forced to change because they fucking DIED. So why would the starters be any different?
