What system of government and economy do the regions use?
We never see any government officials in the games.
Is the champion an absolute dictator? Is Steven exempt from insider trading regulations?

I don't think Champions inherently have any political authority. I think they're more akin to the countries olympic team but condensed into one person. Y'know the person you bring over to brag about how your region is the best or whatever.

Becoming champion is part of N/Plasma’s plan, so it seems like becoming champion gives some political power. It’s also noteworthy that the only two regions where you actually dethrone the champion and take the title for yourself (Alola and Galar) have very clearly defined situations in which you do so (Alola’s league is the new climax for the island challenge, Galar’s is the region’s Superbowl). In every other region you can presumably challenge the E4 at any time, and instead of taking the title you get entered in the Hall of Fame, so we know that the champion ISN’T the strongest trainer in the region, or at least they don’t have to be it.

Dunno about government but given how for example Rose owned a good chunk of Galar's businesses, the League itself, and also being responsible for the region's development plans he had some sort of authority in that regards. And then Leon becoming the Chairman... guess he now has some sort of power on that side as well.
