You get the watts by walking or playing Pikachu's card game, and you can feed them to Pikachu as a treat, send them through IR to another Pikachu, or send them to a game through Mystery Gift where they get transformed into an item depending on how many watts you sent. I recall being able to get rare candies this way, though it wasn't very fast because you needed a lot of watts to get one. IIRC 20 steps earns 1 watt and you need like 900 or something for a rare candy. The card game was the better way to get watts, but it's interactive and still fairly slow.
Also, random tip: Pikachu detects steps with a swinging magnet that passes by a reed switch. I had the electromagnet from a broken aquarium air pump -- basically an electromagnet connected directly to a mains plug, so it oscillates at 60 Hz and makes a magnet attached to a rubber pump diaphragm oscillate. I plugged it in and brought it close to the Pikachu, which made it count up steps really quick. Useful if you need a bunch of watts quicker, or are a lazy fucker.
