I want to play Pokémon Emerald again because I haven't played it since I was a kid. Should I just play the base game or should I play a difficultly rom like inclement emerald? Or does inclement emerald change too much to really call it the emerald experience?

What about the Pokémon roster? A problem I have with Roms that add a bunch of new Pokémon is that the routes stop feeling like routes and instead it's like every patch of grass is a zoo with a hundred different encounters crammed in.

I'd say play a hard version. The mystery of new pokemon types and the puzzles will be really easy to you now and the original feeling of emerald won't still be there; unless you were just looking for a nostalgia trip

IE's encounter tables are reasonable enough, in a big part because plenty of species are obtained through new locations' grass patches, game corner or berry trees like SM.

Emerald is one of the harder games in the series. If you come unprepared or forgot what you're up against, you will struggle with some of the gym leaders. Also don't expect Sceptile to carry you through Wallace. Thunderbolt is mandatory for that fight.

I'm finished an emerald fusion hack a few days ago
Map is the same so you get the map/music nostalgia but you can discover all these "new" fusions so you're always discovering some new species.

Inclement Emerald is honestly really good. It does add a bunch of mechanical things from later games (most divisively, Megas), but at the same time, it also doesn't change that much from the original game apart from the mechanical changes to more modern standard and new Pokemon.
If you don't want to see additional Pokemon, then no, IE isn't what you want.

My biggest issue with it right now is that contests and the battle frontier currently don't work as of the latest patch.
