Even if they wanted to, Game Freak partially owns both them and the franchise as a whole. Any switch in developers would have to run by them by defualt.

Yeah, because those devs worked on spinoffs that GF themselves more than likely approved. Unless GF specifically requests help from an outside dev team or something (which they probably did for ILCA) then mainline games will more than likely stay under their devs.
