Literally gyarados being part dragon instead of flying would have made him ridiculously OP to the point he'd be stronger than mewtwo in gen 1. He'd have no weaknesses while he's a powerhouse machine. His special was still quite high and his attack was on par with shit like Rhydon and tauros. Literally the only reason why he was UU is because his double weakness to thunderbolt that was used by every pokemon in rated.

Remember how annoying it is to deal with kingdra? Now imagine kingdra getting almost same attack as a Rhydon.

You can't use Sky Battles as an argument for anything because Gengar can float, yet it can't participate because its model is on the ground. Hawlucha can't participate but Gliscor can despite the fact that both only glide, not fly.

The anime follows the games. They can't show Pokemon doing anything that they can't do in the games because Game Freak supervises the show to ensure that it accurately represents the game. It's an ad so it has to accurately represent the product it's selling.
