Johto, Unova and Kalos are the only ones that make sense given the context that it's to spotlight a legendary. Alola could work as well but it would be retarded to focus on Necrozma given he had USUM, I say give it to the Tapus. Even then both Unova and Kalos would still be able to flesh out those mons in a sequel rather than a prequel, but whatever.
