If I'm recalling correctly, there's a Korean legend talking about how snakes can fully evolve into real dragon (a bit like the Chinese myth of the carp that turns into a dragon). It's as if Dratini and Dragonair are "lesser dragons" that then are able to become a "real dragon" when they evolve into Dragonite.
