Pokemon is more of a social game than singleplayer. They absolutely realized this, so they stuffed it FULL of 1% random shit that only one kid on the playground will find. Shinies, PokeRus, 1% secret encounters, Pokemon hidden in specific patches of grass, baby Pokemon, swarm Pokemon, roaming Pokemon, I'm probably forgetting a bunch anyway.
They wanted to create as many "my dad works at Nintendo" kids, because they're literally free marketing. They completely understood Pokemon's strength and it was genius.
