I know the state of ghosts in the Pokemon world is a bit of a blurred line but they are primarily immaterial which is why normal and fighting have no effect. So it makes sense to me that something with a hulking body of steel would be practically immune, i.e. highly resistant, to ghosts.
But then again outside the core elemental types, type match ups in pokemon were always a bit up to interpretation
