Pokemon was the result of a project made by a literal autist and his inexperienced colleagues in a country that was far behind the rest of the world in the computer science field. There's a reason Gen 1 is so fucking buggy. People usually bring up Iwata's involvement in G/S as a praise-worthy achievement while it should tell you just how incompetent GF was at the time.

A group of people that weren't experts managed to make a global hit, Japan values the work of the previous generation way too much to just ditch them. And that generation was in charge of passing down their knowledge to the next one, as a result, their sky-ceiling is limited. Hiring actually competent and experienced people would clash with the teachings of the older generation, which is a no.
In the end, nothing can be done about it. At the very least GF used to try their best despite their limited capabilities and development time but why should they bother when the manchild-ridden fandom stuck in gen 1 doesn't deserve anything better?
